Dar Al-Handasah, a Lebanese consortium has qualified after evaluation of the technical proposal submitted by the three companies for the preparation of new Master Plan 2050 for Lahore.
Lahore Development Authority Director-General Ahmed Aziz Tarar chaired a meeting of the consultant committee in order to finalize who will be selected. A financial bid of Rs 520 million for the qualifying company was also opened during the meeting.
“The technical proposals of three companies were evaluated before finalizing Lebanese company Dar Al-Handasah to make the master plan 2050 for Lahore,” says report, “The two other companies in the running were Singapore’s Meinhardt and Pakistan’s Nespak.”

The meeting was attended by LDA Chief Metropolitan Planner Syed Muhammad Nadeem Akhtar Zaidi, Director Metropolitan Planning Faisal Qureshi, Water Specialist Muhammad Riaz, representatives of P&D Department and Finance Department, Chairman City and Regional Planning Department Engineering University Lahore Dr Shakir, TOR Committee members Engineer Akbar and Kamil.
Representatives of the three consortia Dar Al-Handasah Consultants (Lebanon), Meinhardt (Singapore) and Nespak (Pakistan) also attended the meeting.
DG LDA said that experts and other stakeholders have been consulted for defining the TORs for the new Master Plan and it will determine the future course of development of the provincial metropolis. He added that the preparation of new Master Plan in a transparent manner was our top priority.
According to the Lahore Development Authority, after evaluating the technical proposals of three qualifying companies for master plan for Lahore, Dar was chosen against Singapore’s Meinhardt and Pakistan’s Nespak.
Dar’s beginnings date back to 1956 with four professors from the American University of Beirut (AUB). The company expanded in the 70s and became a global firm in 1986.
In 1991, it spearheaded “the landmark planning of Lebanon’s reconstruction following 25 years of civil strife,” Dar Al-Handasah writes on its website.
Today, the decades-old company has over 8,000 staff members around the globe and praises its rank as one of the world’s top design consultants.
Moreover, Dar operates in 47 offices in the Middle East, Africa, Asia, and Europe. Its 5 principal design centers are based in Beirut, Cairo, London, Pune, and Amman.
